At the end of the mission in Mali: His Excellency Dennis B. Hankins chose ICER-Mali for his last visit

In an emotional atmosphere befitting these types of farewell meetings, the speeches magnified the human and professional qualities of H.E. Mr. Dennis B. Hankins who, for 3 years, endeavored to revitalize cooperation between our States, particularly in the context of biomedical research for the well-being of our populations.

Mali is the third African country, the first French-speaking country in Africa to benefit from American support for biomedical research. This partnership makes Malian scientists world leaders in the fight against malaria, neglected tropical diseases and other emerging infectious diseases.

The International Center for Excellence in Research (ICER-Mali), a world-class biomedical research structure, born of a partnership in the framework of collaborative biomedical research between the United States and Mali, is the one of the largest international collaborative research projects of the US National Institutes of Health. Nowadays, the said structure, which brings together biomedical research programs, including the University Center for Clinical Research (UCRC) among others, employs more than 600 Malians.

The Biosafety Level 3 Laboratory (BSL3), at the University Clinical Research Center (UCRC), has supported the response to multiple outbreaks, including the Ebola outbreak in West Africa. American scientists from the National Institutes of Health recently trained Malian scientists in the diagnosis of COVID-19. This long partnership has helped Mali put in place an effective response to the COVID -19 pandemic. “, indicated the Director of the UCRC, Prof Seydou DOUMBIA. He then thanked Ambassador Hankins for choosing ICER-Mali to make his first and last Malian visits as Ambassador.

Very moved, His Excellency Hankins expressed his enthusiasm and his gratitude to the Malian biomedical researchers, for their involvement at his side which allowed the accomplishment of the missions of the embassy, one of the most important is to work for the international influence of Mali, through clinical research. “When I was still United States Ambassador to Guinea Conakry, I was told that Mali was a reference in terms of biomedical research in Africa…and once here, I realized it.. .,” said H.E. Dennis B. Hankins, who hopes this performance will continue.

For more than three decades, American and Malian researchers have been developing human and technological capacities. These local research and innovation capacities have resulted in over 450 published research articles. After having magnified the excellent relations between our States, which have allowed training grants to strengthen the capacities of young Malian researchers, the Rector of the USTTB urged H.E. Hankins to be the Ambassador of Mali to the American government. “Your departure from Mali should not be the end of your mission for Mali, we are still counting on you, for the future of scientific and biomedical research...”, launched Prof Ouaténi DIALLO.

This ceremony ended with the exchange of good wishes and the handing over of various gifts. We hope that his successor will work pragmatically to strengthen and develop the various axes of the partnership, particularly in the context of biomedical research and many other areas of socio-economic life.

En fin de mission au Mali: S.E.M. Dennis B. Hankins, effectue sa dernière visite à ICER-Mali

Version française-L’ambassadeur des Etats-Unis d’Amérique au Mali, S.E Dennis B. Hankins, a fait ses adieux au monde de recherche biomédicale malien, le mercredi 21 septembre 2022. C’était à l’occasion d’une cérémonie que lui a accordée l’Université des Sciences, des Techniques et des Technologies de Bamako (USTTB).

Dans une atmosphère chargée d’émotion qui sied à ses genres de rencontres de remerciement et d’adieux, les discours ont clamé les qualités humaines et professionnelles de S.E.M. Dennis B. Hankins qui, durant 3 ans s’est attachée à redynamiser la coopération entre nos Etats, particulièrement dans le cadre de la recherche biomédicale pour le bien-être de nos populations.

Le Mali est le troisième pays africain, premier pays francophone d’Afrique, à bénéficier du soutien américain dans le cadre de la recherche biomédicale. Ce partenariat fait les scientifiques maliens, leaders mondiaux dans la lutte contre le paludisme, les maladies tropicales négligées et d’autres maladies infectieuses émergentes.

Le Centre International pour l’Excellence dans la Recherche (ICER-Mali), une structure de recherche biomédicale de classe mondiale, née d’un partenariat dans le cadre de la recherche biomédicale collaborative entre les États-Unis et le Mali, est l’un des plus grands projets internationaux de collaboration de recherche des Instituts Nationaux de Santé des États-Unis. De nos jours, ladite structure qui regroupe des Centres de recherche biomédicale, dont le Centre Universitaire de Recherche Clinique (UCRC) entre autres, emploie plus de 600 Maliens.

« Le laboratoire de biosécurité de niveau 3 (BSL3), du centre Universitaire de Recherche Clinique (UCRC), a soutenu la riposte à de multiples flambées, y compris l’épidémie de virus Ebola en Afrique de l’Ouest. Des scientifiques américains des National Institutes of Health ont récemment formé des scientifiques maliens au diagnostic du COVID-19. Ce long partenariat a aidé le Mali à mettre en place une réponse efficace à la pandémie COVID -19. », a indiqué le Directeur de l’UCRC, Pr Seydou DOUMBIA. Il a ensuite remercié l’Ambassadeur Hankins pour avoir choisi ICER-Mali d’effectuer ses première et dernière visites maliennes en tant qu’ambassadeur.

Très ému, Son Excellence Hankins a exprimé son enthousiasme et sa gratitude aux chercheurs biomédicaux maliens, pour leurs implications à ses côtés qui ont permis l’accomplissement des missions de l’ambassade dont l’une des plus importantes est d’œuvrer au rayonnement international accru du Mali, à travers la recherche clinique. « Lorsque j’étais encore Ambassadeur des Etats-Unis en Guinée Conakry, on m’a fait savoir que le Mali était une référence en matière de la recherche biomédicale en Afrique… et une fois sur place, je m’en suis rendu compte..», a signalé S.E Dennis B. Hankins qui espère que cette performance va se poursuivre.

Depuis plus de trois décennies, des chercheurs américains et maliens développent les capacités humaines et technologiques. Ces capacités locales de recherche et d’innovation ont, selon nos témoins, donné lieu à plus de 450 articles de recherche publiés. Après avoir magnifié l’excellence des relations entre nos Etats, qui ont valu les bourses de formation pour renforcer les capacités des jeunes chercheurs maliens, le Recteur de l’USTTB a exhorté S.E. Hankins à être l’ambassadeur du Mali auprès du gouvernement Américain. « Votre départ du Mali, ne doit être la fin de votre mission pour le Mali, nous comptons encore sur vous, pour l’avenir de la recherche scientifique et biomédicale… », a lancé Pr Ouaténi DIALLO.

Cette cérémonie a pris fin sur les échanges de bons vœux et les remises de cadeaux divers. Espérons que son successeur travaillera de manière pragmatique au raffermissement et au développement des différents axes du partenariat, notamment dans le cadre de la recherche biomédicale et bien d’autres domaines de la vie socio-économique.
